Session Objectives

The session is to present and discuss the outcomes of the conference and to identify ways of getting the message from Bonn to both the „Rio+20“ Conference and to relevant other international processes. Representatives from all three sectors will discuss the outcomes and provide guidance on how to facilitate the practical implementation. The session ends with the official closing remarks by the conference conveners.

The final Plenary Session will be co-chaired by Uschi Eid and Albert Butare. Klaus Töpfer, Executive Director, Institute for Advanced Sustainability Studies (IASS), will facilitate the session. There will be introductory remarks and the presentation of the Bonn Recommendations (Bonn Opportunities for Action) by the co-chairs (approximately 5´ each), who will then introduce Klaus Töpfer, followed by keynote speeches (10´ each), held in the following order:

– Francisco Gaetani, State Secretary, Ministry for the Environment, Brazil

– Ertharin Cousin, United States Ambassador to the United Nations Agencies for Food and Agriculture

– Mahmoud Mohieldin, Managing Director, The World Bank (WB)

After these inputs an Interactive Panel consisting of distinguished personalities will discuss the outcomes of the conference and gather possible next steps towards the nexus idea in politics, the private sector and society. The discussion will be facilitated by Klaus Töpfer, former Federal Minister for the Environment, with pre-determined themes to guide the panelists in their preparations.

Finally, Gudrun Kopp, Parliamentary State Secretary, Federal Ministry for Economic Cooperation and Development (BMZ), will provide closing remarks.Opening and Presentation of Bonn Recommendations by the Co-Chairs (10’)

Facilitator

Prof Klaus Töpfer is the founding Director and current Executive Director of the Institute for Advanced Sustainability Studies (IASS) based in Potsdam. He is also the former Executive Director of the United Nations Environment Programme (UNEP) based in Nairobi and Under-Secretary-General of the United Nations (1998-2006). He was German Federal Minister for the Environment, Nature Conservation and Nuclear Safety from 1987 to 1994 and Federal Minister for Regional Planning, Housing and Urban Development from 1994-1998. He is the Former minister for Environment and Health, Rheinland-Pfalz (1985-1987). He has since 2007 been a Professor of Environment and Sustainable Development at Tongji University, Shanghai. He is also a visiting Professor at the Frank-Loeb Institut, University of Landau. He received his PhD in Regional development and location decision from the University of Münster in 1968.

Petani Marginal Berhak Jadi Objek Reforma Agraria

Agusdin ; Petani marginal di Indonesia terdiri atas petani yang memiliki lahan kurang dari 0,3 hektare (ha) dan buruh tani, dengan jumlah total sekitar 39 juta rumah tangga petani. Kaum inilah yang berhak menjadi objek reforma agraria.“Namun perlu diingat bahwa reformasi agraria bukanlah sekadar redistribusi lahan (land reform) tapi juga optimalisasi penguasaan lahan (access reform). Setelah petani mendapatkan lahan bersertifikat, maka pemerintah harus memberdayakan mereka agar sejahtera, mulai dari memampukan mereka mengakses modal, berproduksi dengan baik, memiliki teknologi pascapanen, dan mampu memasarkan. Jadi, reformasi agraria itu kebijakan holistik,” ucap dia. Agusdin menuturkan, reformasi agraria ini bisa saja melalui skema kemitraan petani-perusahaan seperti halnya perkebunan inti rakyat (PIR), atau lewat program Kartu Tani yang didukung sinergi BUMN. Pola PIR ini cukup sukses diterapkan di sektor kelapa sawit dan menghantarkan Indonesia menjadi produsen minyak sawit terbesar di dunia, mengalahkan Malaysia.Sedangkan lewat implementasi Kartu Tani, diharapkan semua lahan dan rencana penanaman oleh petani terdata dan diintegrasikan oleh lembaga terkait. Dengan semua terdata baik seperti petani di luar negeri, maka petani di Tanah Air bisa diberi pupuk bersubsidi dan sarana produksi yang lain tepat waktu, lewat kelompok tani yang terdaftar. Petani juga bisa mendapatkan berbagai program dari pemerintah, termasuk bantuan sertifikasi lahan. Mereka juga bisa memperoleh kredit dari bank BUMN, baik untuk biaya pertanian maupun biaya hidup keluarga selama belum panen. Setelah panen, hasilnya bisa dijual kepada Perum Bulog dengan harga yang memberikan keuntungan yang layak. “Reforma agraria itu juga harus ada access reform dan ada sistem kontrol. Meski memiliki lahan bersertifikat, petani nantinya menggunakan lahan dengan sistem hak guna pakai dan apabila tiga tahun tak dimanfaatkan maka akan diganti dengan petani lain,” kata dia.

Bangun pasar petani di Kota, melalui sentral distribusi hasil pertanian

Sydney growers market di Flemington Sydney memberikan inspirasi untuk memperbaiki hubungan ekonomi desa dan kota. Pemerintah Sydney membangun sentral distribusi hasil pertanian hortikultura untuk petani-petani produsen memasarkan hasilnya di dekat kota. Termasuk memfasilitasi perusahaan dagang hasil-hasil hortikultura di wilayah tersebut.

Sentral distribusi hasil tani “Sydney Growers Market” tidak menjual produk yang tidak dikemas. Sehingga petani-petani telah melakukan seleksi dan pengemasan karton-karton di lokasi dimana buah dan sayur dihasilkan. Kemudian didistribusikan ke Sydney growers market dengan truck-truck petani untuk dipasarkan kepada konsumen seperti supermarket, caterers, food processor, exporter, restoran. Disini transaksi bersifat wholesale (grossir) bukan detail.
Pola ini merupakan bentuk perbaikan dari pola-pola pasar induk di Indonesia yang menjual hasil tani dalam bentuk Bulk dan detail yang berdampak pada gunungan sampah yang tidak terkendali.
Pola ini juga merupakan strategi yang bagus untuk memperbaiki ekonomi desa melalui penguatan pasar petani di kota-kota.
